Katy City Council to meet Monday – city staff may see $2,600 annual raise

Katy City Council will meet at 4:30 p.m. Monday to discuss several items and vote to move forward with a variety of issues that will affect residents. Here's what's on the agenda:

Two ordinances will be considered Monday afternoon. The first will amend the city’s budget to provide base pay increases for city employees. If approved, all full-time city employees would see a base pay increase of $2,600 annually. City documents indicate that the city’s sales tax proceeds are higher than projected earlier in the year, allowing the city to provide the raise to staff. The second will add traffic control signage in the 1300 block of Pin Oak Road.

An update will be provided by city staff regarding the Katy Downtown Plaza. The plaza has been in development for some time and has seen delays due to a variety of reasons including Hurricane Harvey. The update was requested by Council Member Janet Corte and Mayor Pro Tem Chris Harris at the city’s Dec. 30, 2020 meeting. No action will be taken regarding the plaza, but council expressed interest in obtaining an update on the project.

Four resolutions will come before council. The first, if approved by council, will allow Mayor Bill Hastings to sign a change order for the contract which includes drainage improvements on Patna Drive, Rexora lane and Caloro Lane in the Riceland Terrace Subdivision, adding about $44,000 to the overall contract. If approved, the first reolution will bring the total contract award to about $3.8 million. The second would be a cooperative agreement with Waller County to include the  Igloo Products Corporation site on the west side of the city as an enterprise project, which provides the corporation with certain tax breaks in return for their contributions to the community. The third will allow for the disposal of five vehicles as surplus. The vehicles include four Chevrolet Tahoes and one ambulance. The final allows the city to issue series 2021A improvement bonds in the amount of up to $3 million. These bonds were approved by in the May 2018 election.

On the consent agenda – a group of items on the agenda that are generally simple and which usually require no discussion – council will vote to approve meeting minutes for Dec. 14, 2020. A plat extension for a property in Cane Island will be considered. They will also consider approval for the Smilin’ Rylen run which honors Rylan Cowan, an infant that passed away in 2017 from Bacterial Meningitis. Funds raised through the run support a variety of nonprofit organizations that work with children.

Discussion regarding Katy Animal Control and the ongoing investigation and efforts to improve services through that city department are not on the agenda. Council member Rory Robertson said the item was not on the agenda because council was trying to allow Katy PD to complete its investigation into the issue and was gathering information on how best to proceed forward.
