The Houston-Galveston Area Council (H-GAC) is developing the Regional Public Transportation Coordination Plan (RPTCP) 2027–2031, which helps guide public transportation services across the 13-county region. The Regional Public Transportation Coordination Plan (RPTCP or "the Plan") is a five-year strategic plan required by the Texas Department of Transportation (TxDOT) for each of the state’s 24 planning regions. The 2027–2031 RPTCP will guide public transportation coordination efforts across these counties, ensuring that regional mobility strategies align with: · The Regional Transportation Plan (RTP) – long-range goals · The Transportation Improvement Program (TIP) – short-term, fundable projects The RPTCP aims to improve access to jobs, education, healthcare, and essential services through better planning, coordination, and investment. The plan focuses on improving coordination between transportation providers and identifying strategies to better serve residents, including older adults, individuals with disabilities, and people with limited access to transportation. The plan identifies mobility needs, service gaps, and coordination opportunities: · Inventory existing providers and services in the region · Assess unmet needs and service gaps · Engage the public and stakeholders to understand barriers to mobility · Develop goals, strategies, and coordinated projects to address those needs · Support eligibility for federal and state funding, such as: O FTA Section 5310 (Enhanced Mobility for Seniors and Individuals with Disabilities) O Other TxDOT and FTA programs that require consistency with a regional plan
Community input is an important part of this process. Residents, organizations, and transit providers are invited to share their feedback through a short online survey. By sharing your experiences, you can help H-GAC: · Identify gaps – where buses, trains, and other transit services are needed most · Allocate funding wisely – ensure resources reach the areas that need them
· Connect communities – help people reach work, education, healthcare, and essential services The survey is available at ttps://engage.h-gac.com/rptcp_2027-2031 Public meetings will be held in May: * In-Person Meeting, May 6 from 5:30 to 7:30 p.m. at H-GAC, 3555 Timmons, Second Floor, Houston. Registration link coming soon. * Virtual open house, May 7 from 5:30 to 7:30 p.m. Virt7al link coming soon. To learn more about the project, visit: https://engage.h-gac.com/rptcp_2027-2031.
