Harris County Precinct 4 advances $27.3 million flood project in Bear Creek Village

Bear Creek Village is finally getting some flood relief.

The neighborhood near Clay Road at Highway 6 was hit hard during Hurricane Harvey, in part because its underground storm sewers and curb-and-gutter streets could not move heavy rainfall out of the neighborhood fast enough, Harris County Precinct 4 officials said in a September 4 email newsletter. Harris County Commissioner Lesley Briones and the Precinct 4 team are fixing that with a $27.3 million drainage overhaul that reconstructs streets, upsizes underground pipes, and builds dedicated stormwater channels to protect the neighborhood's 2,300 homes. On August 6, Commissioners Court advanced the second and final stage of construction. The $15.4 million second stage builds new drainage channels through the Addicks Reservoir and regrades streets in the eastern section of the subdivision, with construction running from fall 2026 through early 2028. The first stage, completed in fall 2024, invested $11.9 million in street regrading, roadway and driveway reconstruction, and significant storm sewer upsizing. The project goes beyond flood protection, the newsletter said. “Preventing deep street ponding also means fire, EMS, and Sheriff's deputies can safely reach residents during major storms,” according to the newsletter.
